The highway toll

The highway toll is determined by multiplying the kilometers traveled for each journey by the relevant tariff.
This sum must be added to the surcharges and taxes provided for by current regulations.
In addition, the different vehicle classes and the type of highway network, whether on valleys or in the mountains, influence the variation in unit rates.

The classification of vehicles, defined by axle-size, follows general criteria applied throughout the Italian highway network.
The vehicle fleet is then divided into five tariff classes: A-B-3-4-5.
The Contractor’s unit mileage rates are periodically revised based on the price-cap formula that takes into account both the programmed inflation rate and productivity and quality indicators.

CALCULATION AND METHODS OF TOLL PAYMENT

Toll is the amount that users are required to pay for the use of the highway. It is calculated by multiplying the unit tariff (€/Km) pertaining to the Contractor, increased by the amount pertaining to ANAS, by the number of kilometers covered, including the kilometers of junctions, connector roads and free highway sections before and after the tollgates, built and managed by the Contractor; the amount obtained, increased by VAT, is rounded off to the nearest 10 Eurocents as provided for by Decree no. 10440/28/133 of 12/11/2001 of the Ministry of Infrastructure and Transport and the Ministry of Economy and Finance.

The unit tariff is commensurate with the characteristics of the highway sections (lowland or mountain) and the class of vehicle (see Table) and is adjusted annually, by means of a Decree of the Ministry of Infrastructure and Transport in agreement with the Ministry of the Economy and Finance and on the basis of what is established in the Single Agreement with MIT-SVCA, using a formula that takes into account 70% of the real inflation rate (NIC index) of the last 12 months (1 July-30 June) and the parameter relating to the remuneration of new investments made.

The tariff adjustment shall be applied without any discretion by SALT to all routes under its jurisdiction; however, due to final rounding, the toll for single trips may be higher, lower or zero than the change in the unit tariff.

UKRAINIAN HUMANITARIAN EMERGENCY

As per Ordinance no. 876 of 13 March 2022 issued by Prime Minister’s Office, Department of Civil Protection, was ordered the toll exemption for Ukrainian citizens coming from Ukraine and for any person coming from Ukraine, entering the national territory as a consequence of the events taking place.

Such exemption will be valid within a maximum period of 5 days from the entry into Italian territory of those entitled.

When arriving at a motorway toll plaza exit of the undersigned Company, please use the manual Pay-toll collection gates, where a duly completed and signed self-certification must be delivered to the collector. The model can be downloaded, in both Italian and English language, by selecting the corresponding icons indicated below.

At the automatic Self-service gates, controlled by a remote monitoring operator, please collect the toll ticket and send it together with the self-certification model to e-mail address emergenzaucraina@salt.it

RECIPROCITY AGREEMENT FOR THE COLLECTION OF NON-PAYMENT TOLL REPORTS

An agreement has been stipulated between the listed highway contractors to facilitate the payment of the Reports of Non-Payment of Tolls (RMPP), therefore the payment of the RMPP, issued by any of the listed highway contractors, is permitted at any station and/or Service center belonging to one of the same contractors, even if different from that of issue.

The payment of a non-payment report can therefore be made either manually (the one with the Collector present), or at one of the Service centers of any of the following highway contractors:

• A5 Quincinetto-Aosta (SAV)
• A10 Savona-Ventimiglia-State border

Payment of non-payments at manned tollbooths
At manned tollbooths, as it is impossible to carry out verification searches in the database made available for reciprocal collection, only non-payment reports (RMPP) with a date no more than 15 days after issue and with an entry station other than “888” (e.g. those for which the entry document has been lost) may be settled. The Collector will not accept partial payments.

The payment of non-payment reports (RMPP) can also be made at one of the Service centers, in this case it can also be regularized those RMPPs with date of issue

TOLL EXEMPTION

Exempt by law

Pursuant to art. 373 of Presidential Decree of 16.12.1992, no. 495 paragraph 2 and subsequent amendments, the following are exempted from the payment of the toll:

a) The vehicles of the State Police with “Police” plates and A.N.A.S. vehicles with distinguishing marks;

b) Carabinieri’s vehicles with C.C. registration plates bearing the Ministry of Defense’s vehicle registration book with the Carabinieri’s loading bill;

c) Vehicles with C.R.I. plates, as well as vehicles of voluntary associations and similar non-profit organizations, used for rescue in the performance of their specific service and provided with the appropriate mark approved by decree of the Minister of Transport and Navigation and Public Works;

d) Vehicles with Fire Brigade plates, as well as those belonging to the permanent fire brigade of the autonomous provinces of Trento and Bolzano;

e) Vehicles with Finance Police plates;

f) Vehicles with State Forestry Corps plates;

g) Vehicles with Penitentiary Police plates;

h) Armed Forces vehicles used for rescue (ambulances, first aid, etc.) in the performance of service or in the wake of car convoys;

i) Armed Forces vehicles during emergency interventions and public calamities, as well as civilian vehicles, with Italian or foreign license plates, which, within the scope of bodies or organizations formally recognized by their respective States of belonging, carry out, following natural disasters or war events, transportation of basic necessities in aid of the affected populations, provided they have specific certification from the competent authorities;

j) The vehicles of officials of the Ministry of the Interior, A.N.A.S., the General Directorate of M.C.T.C., the General Inspectorate for Traffic and Road Safety, the Ministry of Public Works, authorized to the service of traffic police”.

Vehicles with Cost Guard (Capitaneria di Porto) plates and mechanical rescue vehicles authorized by our Operations center are also exempt from paying the toll.

NON-PAYMENT OF TOLL

If the toll due (in whole or in part) is not paid, a non-payment report will be issued. The latter shows the vehicle information (class and license plate), the transit information (date, time, exit tollbooth and where available the entry tollbooth) and the amount to be paid.

The amount due may be paid, without any surcharge, no later than 15 days from the date of issue. If payment is made after the deadline indicated, the amount must be increased by € 2.58 for collection expenses (art. 176/11 bis, New highway Code).

If the non-payment persists, the procedure for the forced recovery of the credit will be activated with the consequent increase in expenses charged to the debtor (art. 373 C.d.S.).

In the event that the non-payment report is issued for reasons not attributable to the customer, no surcharge will be applied to the toll due.

Finally, it should be noted that: “For a toll highway user without an entry ticket, or who engages the control facilities improperly with respect to the ticket in his/her possession, the toll payable shall be computed from the farthest station of entry for the class of his vehicle. The user shall be given the option of providing proof of the entry station.” (Article 176 paragraph 16 C.d.S.)

 

Payment may be made:

  • SALT website accepts credit cards VISA, MASTERCARD, DINERS, AMERICAN EXPRESS
  • AUTOCISA POINT user services at the Parma Ovest tollgate
  • Manned tollbooths managed by a collector from SALT stations
  • Post Office, with payment of the amount on the postal account n. 14381438 – made out to Salt p.a. – Tronco Autocisa, indicating the reason of the bulletin, the plate number and the number of non-payment report on the front side.
  • Please note that in case of failure to pay the indicated amount, the related acts will be transmitted to the competent Traffic Police Section for the consequent objection of the administrative sanctions referred to in art. 176/11° and 21° paragraph of the Highway Code for the ascertained violation of the obligation to pay the highway toll (which provides for the payment of a sum from € 87.00 to € 345.00 and the deduction of 2 points from the driving license of the actual offender).
