Safe use of infrastructure and services
Access to the infrastructure is possible both from its own toll booths and from other interconnected concessionaires, allowing users to travel continuously along sections of motorway managed by different companies, with a single payment at their destination.
Motorway tolls are collected using a “closed” collection system; for more specific information, please refer to the Toll Info section of the website.
The motorway platform consists of two carriageways, one for each direction of travel, towards La Spezia (south) and towards Parma (north); each of them has two lanes, the driving lane and the overtaking lane.
The infrastructure is equipped with emergency lay-bys, an emergency lane, parking areas and service areas managed by sub-concessionaires on each carriageway. For details, please refer to the relevant section of this website, Service Areas.
The emergency lay-bys are located on the right-hand side of the carriageway and are designed to allow vehicles to stop without occupying the driving or overtaking lane, thus reducing the risk to their own and others’ safety.
The lay-bys may only and exclusively be occupied to cope with situations of sudden and real necessity and for a limited time, so as not to expose themselves to risks associated with oncoming traffic.
The A15 section falls under category A motorways pursuant to Article 2 under the heading ‘Definition and classification of roads’ of the current Highway Code. The maximum permitted operating speed under normal conditions is generally 130 km/h and any variations are indicated on the route by appropriate signage.
Article 175 of the Highway Code, entitled “Conditions and limitations for driving on motorways and main suburban roads”, lays down a series of restrictions with respect to vehicles allowed to drive on motorways; non-compliance with the rule is subject to administrative sanctions and requires unauthorised vehicles to leave the motorway at the first useful point.
SOS columns are located along the route to request possible road, medical or fire brigade assistance. In case of necessity, before leaving the vehicle, it is compulsory by law to always wear a high-visibility retroreflective jacket. Failure to wear the jacket will result in an administrative penalty punishable under the Highway Code.
Service Charter
The Service Charter is drawn up annually by all motorway concessionaires and describes the services available, the quality standards that are intended to be guaranteed, and any information necessary for the best use of the infrastructure, in compliance with specific reference regulations.
With the publication of this document, the intention is to communicate in a transparent manner, to describe the specific characteristics of the service provided and to provide assistance to Users by means of detailed indications useful for resolving any critical issues concerning the journey.

Worksite Management Criteria
The management of construction sites on the A15 motorway is planned with the aim of minimising the impact on traffic, taking into account the tourist vocation of the artery and the intense flow of vehicles during summer weekends.
Planning of Non-Emergency Work Sites:
Execution Periods: Non-emergency works that require prolonged carriageway changes, such as viaduct resurfacing, are planned in the period between the start of school in September and Easter, when traffic is generally less intense.
Management during summer weekends: if work cannot be completed by Easter, as in the case of the demolition and reconstruction of the Gravagna Viaduct, measures are taken to ensure traffic flow:
- from Friday at approximately midday to Sunday at approximately midday: two lanes are guaranteed in the direction of La Spezia to facilitate traffic flow towards tourist resorts.
- from Sunday afternoon to Monday at approximately midday: two lanes are guaranteed in the direction of Parma to facilitate the return of users.
Scheduling of impactful activities
Closures of sections, junctions or service areas: activities involving closures of sections, junctions or service areas are scheduled, giving priority to night-time hours where possible, to reduce the impact on traffic.
Construction sites in the spring and summer: during the spring and summer, all construction sites that impact traffic with lane closures or roadway changes are removed on Fridays in the late morning to facilitate exits and, if possible, reinstalled on the following Monday afternoon.
Use of experience and historical data
The operational choices are supported by many years of experience in infrastructure management and are reflected in the records and time series of traffic monitoring. This methodology allows effective and targeted planning of site activities, guaranteeing the safety of users and the smooth flow of traffic.

The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

Protocols for emergency management
In order to manage emergencies, SALT adopts specific intervention procedures that set out in detail the actions to be taken by the concessionaire’s staff and the entities in charge. The documentation supporting the emergency management process in SALT consists of several Plans and Procedures that are applied according to different traffic situations and/or weather events. All procedures are drafted according to prevention and planning methodologies in order to always ensure continuity and timeliness in interventions with 24-hour operational devices.
For the entire duration of the winter period, an operational plan is drawn up that is applied for any highly critical situation, a declared emergency, including the activities necessary for the closure of individual elementary sections affected by the events.
Emergency plans and procedures are foreseen for exceptional events in which the main actions to be carried out by the Traffic and Safety Service personnel, the Operational Control Centre and the Collection Department, including the activities necessary for the closures of the individual elementary sections affected by the events, are outlined.
All events generating disturbance could, depending on their severity, lead to the closure of the Section.
Through the analysis and monitoring of all the emergency scenarios assessed and those that cannot be foreseen to date, SALT integrates and constantly improves the documentation and activities to guard against risks related to the safety of travellers, workers, infrastructure and the environment.

*On 90% of stretches with a minimum length of 20 km (standard not verified during the winter operations period), as per the Agreement signed with ANAS. The figure refers exclusively to measurements taken on the carriageway along the continuous right-hand edge strip/emergency lane. Tunnel sections, service areas, appurtenances and construction site areas are not considered
The above indicators, measured annually, supplement the broader monitoring provided for in the UNI EN ISO 9001-compliant Quality Management System.
All the reference standards for 2024 have been achieved and it is Salt’s objective to maintain them for 2025.
It is specified that Salt has absorbed the tariff system introduced by the ART Resolutions no. 16 of 18/02/2019 and specifically for the A15 section under management, no. 73 of 19/06/2019 and its annex A (including quality indicators) in its proposals of the 2019-2023 and 2024-2028 Economic and Financial Plans (PEF), which, however, remain pending at the Ministry of Infrastructure and Transport, awaiting approval by the Grantor. This Resolution, therefore, has not yet been formally adopted. Therefore, the requirements of the ART Resolution on quality, as a component of the tariff formula, are still under development and not formalised.
